While some choose to do their Graduation in regular mode to get the college experience while simultaneously studying for their CA exams.
I think one can manage regular college and their preparations if he is fully dedicated and disciplined.  No outsider can have the correct answer laid out for you. In the end you only have to make the decision, evaluate your situation, will you be able to make a schedule take allows you to study for your exams while attending regular classes. You have certainly pass in your assignment, but when it comes to theory what's your total marks, is it 50/75/100 marks. and you have enrolled in which programme, just check out your grade card at https://gradecard.ignou.ac.in/gradecard/, you need to enter the programme, programme code, and enrollment number.

if you have passed then your status will be shown as completed as that of the concerned programme, if you  haven't passed then it will be shown as incomplete.

If you're enquiring about the fact that  MA English from IGNOU is recognized by CBSE schools, then yes the masters degree course is valid and it's recognized by all board, you can pursue higher education, or apply for government/private job also, however you have to make sure that you have also done your BEd as this program is compulsory for recruitment of teachers in CBSE schools, and you need to appear for CTET if you're seeking to teach till 8th standard.

Depending upon the session in which you're seeking admission, you have to submit your assignments, it's updated at the official website at https://webservices.ignou.ac.in/assignments/bcom.htm, where you also find the last date to submit the documents, generally for July session admission you have to submit assignments till 31st March, and in case of January session it's till 30th September, however extension is offered in both sessions as per previous year trends, but it's better you complete it in due time, the assignments are to be written in your own handwriting,

next you can change your study centre in online mode, for that register at https://ignou.samarth.edu.in/index.php/studentlogin/registration/register, you have to provide your name, programme, and enrollment number, whatever changes you have to make you will find it in the dashboard,

exam are conducted twice a year that is June and December Term End Exam, barring semester wise courses the annual mode happens only once a year, for example if you enrolled in January then you have to appear for December TEE, and if you enrolled in July session you have to appear for June TEE,

Being an Hotel Management Graduate, I can tell you that both MAKAUT, and IGNOU both are affiliated and recognized world wide. There would be no issue's in either of them. Though IGNOU is more recognized by most of hotel management colleges across India. All IHM's are affiliated to IGNOU.

Don't worry, you can do a Degree course with any other Certificate course from IGNOU simultaneously, at the same time.

But there are certain restrictions (if not above)
Only the combination of a single degree or diploma with a six-month course is permitted.
It is not possible to pursue two degrees or diplomas at once, either through IGNOU or elsewhere.
Check to see if the test dates for your two chosen courses clash.
You should enrol in one course for the June cycle and another for the December cycle.

Your sister can easily pursue her distance course from IGNOU while she is preparing for NEET for MBBS.

She can even continue if she starts her MBBS course from any college as per the new UGC guidelines. UGC has approved a proposal to allow students to pursue two degrees at the same time.

One of them has to be in the regular mode and the other either in distance learning or online. A student can pursue two degrees in different streams as well as from different institutions.

These guidelines may take time in rolling out in different institutes but is surely possible.
