Here’s a breakdown of the process:

Yes, MBA student from distance can be eligible as IGNOU for an IBPS SO HR Personnel position as long as they have completed a recognized bachelor's degree from the recognised university, as the basic eligibility for IBPS exams is a graduation from a recognized university, and distance degrees are considered valid for such exams.
Always refer to the official IBPS notification for the latest eligibility criteria, including any specific requirements for the HR Personnel role.
IGNOU or distance degrees are considered equivalent to degrees from traditional universities and are accepted for most government and private sector jobs, including banking exams like IBPS.
While a general bachelor's degree is enough to apply, having a specialization in Human Resource Management or a related field could be advantageous for an IBPS SO HR Personnel position.

Yes, you can show both your D.El.Ed and your graduation from IGNOU for a primary teacher job at Kendriya Vidyalaya Sangathan (KVS). According to KVS recruitment rules, the essential qualifications for a Primary Teacher (PRT) position include a Senior Secondary School Certificate with 50% marks or Intermediate with 50% marks, or its equivalent, and a Diploma of Certificate in basic teachers’ training of at least two years
Since your D.El.Ed is a two-year diploma in elementary education, it meets the requirement for the basic teachers’ training. Your graduation from IGNOU further strengthens your application by showcasing your broader educational background.

I understand your concern regarding the completion of your Bachelor of Arts in Animation and Visual Effects (BAAVFX) degree at IGNOU, especially since the program has been discontinued and you have one pending subject. In 2018, IGNOU provided two extra opportunities for students of discontinued programs, including BAAVFX, to complete their pending courses through Term End Examinations (TEE) in December 2018 and June 2019. These were one-time measures, and no further opportunities were announced thereafter.
Given that these opportunities have passed, I recommend the following steps:
Contact the Student Service Centre (SSC): Reach out to the SSC for guidance on your situation. They can provide information on any current provisions or alternative pathways to complete your degree.
Consult the School of Journalism and New Media Studies:
Since the BAAVFX program was offered under this school, they might have specific advice or solutions for students in your position.
Visit Your Regional Centre:
As you're located in Bengaluru, you can visit the IGNOU Regional Centre for personalized assistance .
When contacting these departments, provide detailed information about your enrollment, the specific course pending, and any correspondence you've had regarding this issue. They can offer the most accurate and personalized guidance to help you complete your degree.

Even though it is a distance learning university, IGNOU has well-furnished regional and study centers. Library facilities are specially great – they have a huge collection of academic books, reference books, and journals. There is Wi-Fi in a few of the centers, and a hygienic cafeteria for students who are on campus for extended periods.
My study center is muralidhar college which is pretty decent college. the college staff was very rude ever since i been there for the first time they were very rude even changed some rules related to studies which they were not meant to.
It is an open university so we don't have ani specific building as our college. but the study center where we are elected to was nice. The faculty was nice too. clean classrooms, good professors and staff.
