It's not just for JNU but for any University, in general, when it is a regular course, you are expected to attend the college and study. But if a working employee wants to take admission in JNU as a regular student, he/she has to join College as a regular student. There are evening colleges in JNU and they are part time. So, either you have to pursue these courses through Distance mode or quit work and join College.

as you have already done b.ed from utter pradesh institution, its certify that you have already done your graduation courses. however jnu has entrance test for post graduate admission. some courses on m.a needs only graduation in any discipline. there is also ceeb entrance test is conducts by jnu for msc, msc in agriculture and m.tech admission. you may follow the below link to know about the exam details.

So..yah JNU doesn't offer the undergraduate programme in Political science .But you can for M.A in political science.

Yes student after doing BTech degree can pursue MA . But it is advisable to do masters in you feel lonely because is that will help you to grow easily rather than switching to some other stream. Now the eligibility criteria to take admission in MA political science in JNU says to take admissions in M.A Political Science, candidates must have completed a Bachelor’s Degree in any discipline under 10+2+3 education pattern with at least 50 per cent marks in aggregate of Social Sciences subjects and at least 55 per cent marks aggregate of Science & Technology subjects.

yes, there are few subjects you may apply in jnu. but you need to have bachelors degree in any discipline with academic qualification in 10+2+3 pattern with 50% marks in graduation degree.
