First of all i would like to tell you that ,you belong to GNGND category means you come under 

GNGND=DGEN(Delhi general)

As VIPS (Vivekananda institute of professional studies,Delhi ) has not released its 2019 BBA CET cutoff till now 

But most probably it will be declared in the month of June 2019

But from last year's cutoff of VIPS, you will get the clear idea of your admission in VIPS delhi 

In 2018 

Cutoff for admission in BBA programme in VIPS delhi  for GNGND or DGEN 

Min rank -120

Max rank -1082 

So Frome the above analysis 

Its clear that you can not get admission in VIPS delhi  as your rank is 3589  which is very much more than the previous year cutoff

The cutoff list of Intergrated law program will be released soon tentatively by the end of june or the starting of july 2019

With 4819 rank and a category certificate your chances of securing a seat at VIPS are very high. Admission for general category ends at 2500 rank therefore your chances and very high.

Talking about taking admission in BBA admission then your bot choices are ever green. VIPS established in 2000. It is one of the top ranking colleges in india in terms of BBA cources. Here infrastructure is good, faculty profile is also upto the mark in both colleges. Now talking about placement records then symbiosis, noida ranks little bit more then VIPS in terms of placements. Make your decision wisely. Hope you find it useful. 

With the score you're mentioning you'll get a rank somewhere between 15900-17200. There are very less chances of getting into VIPS as they generally require a rank below 3000 in general category and 8000 in reserved category. So you may not stand a chance but you can surely look out for some other good private colleges.
