If we calculate your expected rank by the formula (100-your total percentile)*869010/100 it is going to be around 141040.Where 869010 is the total count of candidates who appeared in January session.Your category rank is expected to be in between 8000-10000
In 2019 the cut off for admission in MNIT, Jaipur for Civil was 2314, for CSE it was 929 for SC home state category,MNIT, Jaipur does not offer IT.So by this with rank in between 8k-10k it is difficult to get seat.You need at least 95 percentile to get such rank.You may have to prepare for JEE Main July session.However, cut off in 2020 changes depending on number of students appeared, number of seats available in that branch etc.

Infrastructure wise NIT SURAT is better than many other colleges. So you should choose to enjoy and live the 4 years of Bachelors life. It has great infrastructrure along with great placements and active participation in sports, cultural fests and activities.

Manvi, you haven't mentioned your JEE Mains percentile. But you can calculate your JEE All India Rank by using the formula: 100-your percentile*869010/100 where 869010 is the no.of Candidates who appeared for JEE Mains January session. Now with 64.6% in your 12th, as a Candidate belonging to ST Category, you should have secured a minimum aggregate of 65%. With 64.6%, unfortunately you do not qualify for admission to NITs. On the basis of given percentile it is not possible to calculate exact rank of the candidate. So we use a generalized formula for prediction of rank that is

On the basis of this formula your rank is near about 31,000 and on the basis of this rank if you are candidate of Unreserved category than you cannot get any branch other than Metallurgy and Material engineering in MNIT Jaipur.

In 92 percentile your rank will be around 72k and thus you'll have very less chances of getting any NIT or IIIT. So you should try for other engineering entrance exams like COMEDK, VITEEE, WBJEE, and other reputed exams including jee mains too. as there are good engineering colleges other than NIT or IIITs. check the link if you want to prepare for the exams

Both the institution are well reputed institutions of India. But if you have to choose one from them then I will suggest you to choose MNIT Allahabad for M.Sc in Mathematics and Scientific Computing.
Because as of my research MNIT Allahabad is good in academics, placements, Fees etc. with respect to NIT Warangal.

No way MNIT Jaipur is highly reputed government engineering college of INDIA. There is no way that you can get admission in MNIT Jaipur or any other NIT directly.
To get into MNIT Jaipur or any other NIT you have to give JEE Mains and have to take admission only on the basis of your rank in JEE Mains.

Malaviya National Institute of Technology(MNIT) Jaipur have a lecture complex known as VLTC where all classes are held. It have separate hostels for both boys and girls. It have well equipped labs and various research facilities. Various sports tournament and cultural programs are organized to enhance the capability of students.
The college itself is not that old compared to other government colleges and the infra is alright but there is no architectural beauty in the buildings they are just bland. Although everything is well maintained, it does not have anything special about it
