As per your question you have 60.2 percentage in Boards but NIT guidelines says that student with minimum 75% or top 20% ile of any board is eligible for IIT and NITs. So talking about these two, you can not get a seat in IITs and NITs.
Talking about other colleges, government college of your state ( technical institute) will definitely be accepting admission in the basis of Jee marks, so you can try there. Hope you have gotten the answer and best of luck.

NIT GOA is an old institute and was established in 2010 with NIRF rank 85 whereas NIT Andhra Pradesh is a new institute established in 2015 which has not received any ranking yet. The facilities and infrastructure are better at NIT GOA in comparison to NIT Andhra Pradesh. The highest ctc for nit goa was 20 lakh in 2021 with the placement rate of more than 80% whereas the highest ctc for nit ap was 13 lakh.
So, in comparison to everything nit goa is much better than nit ap.

You have not mentioned your category to which you belong .
Whether you will get Admission in NIT Goa or not depends upon cut off of the college. Cut off changes every year and it also depends upon many factors , previous year's cut off, availibility of seats etc.
For general category previous year's qualifying cut off was 90 percentile. This year it may go up to 92 percentile
90 to 92 percentile is just qualifying percentile. For getting seat in any NIT you must need 97 - 98 percentile. Along with that you must score minimum 75% in PCM.

Facilities are good but the thing I like is the Wi-Fi. It used to work with quite good speed.Classrooms are very good. Library is very good. A lot of sitting capacity is there with ACs and around 1-3 lakh books are there in it.
The hostel rooms are provided with a table, chair, B.Ed. wardrobe, and many other small things. The hostel also provides us with the facility of Wi-Fi, which enhances the education of the students. The facility of the meal is also quite good and offers us a wide range of meals for carbohydrate, protein, and vitamin intake, which is very crucial for health.
There are 10-12 facilities each semester, the quality of food in mess is good and canteen has variety of food for light snacks. There is a huge ground for sports with football a student activity centre, basketball court, tennis court, badminton and table tennis. There is Wi-Fi, labs, library, study rooms, etc.
