Out of many other reservations, competent authority is yet another reservation in Telangana which States that "Competent Authority Seats" are the seats marked out of the sanctioned intake of seats in MBBS/BDS Courses in each College to be filled by the Committee for Admissions constituted by the Competent Authority ( Vice Chancellor of University)
The Educational requirements you need for it are :
The Candidates should pass two years Intermediate examination (10+2 pattern) or equivalent examination with Physics, Chemistry/Botany, Zoology and English individually, and must have obtained a minimum of 50% marks taken together in Physics, Chemistry, Botany and Zoology at the qualifying examination. In respect of candidates, belonging to Scheduled Caste and Scheduled Tribes and Backward Classes, the marks obtained shall be a minimum of 40% marks taken together in Physics, Chemistry, Botany and Zoology.
You should know though that admission to 85% of the "Competent Authority Seats" In each course shall be reserved for the local candidates (who hold Telangana domicile) and the remaining 15 % of the "Competent Authority seats "shall be un reserved seats as specified by the Andhra Pradesh Educational Institutions.

You have secured a very good rank in AP PGECET in the stream of Computer Science Engineering. The cutoff for pursuing a post graduation programme in computer science engineering is close to 750 and you have secured a rank well within the cutoff rank. Besides that, you have the BC-D Category which will help you in easily confirming seat in one of the government engineering institutes of the state.
As far as pursuing a distance or part time M.Tech is concerned, this course is offered by Andhra University, Osmania University, JNTUH , Gitam University, etc. The distance course is generally for a 3 year period. The admission for this course is performance based in the entrance test in which you have performed decently.
Distance M.Tech course is not recognized by MHRD as it is violation of the rules set by it. Pursuing a part time mtech program dilutes the reason of pursuing it. It is usually taken up when someone is involved in a job or work life but also want an extra certificate in his/her bucket for getting quick promotions and climbing up the ladder in the work industry.
If you are not involved in a job, I would rather suggest you to pursue a full time mtech program which is more valuable and recognized and provides a student better exposure in terms of classroom experience. Besides these, anyone wanting to pursue distance mtech must be residing not much far away from the University. It generally depends on the conditions set by that particular University. If you want further details about the program in a particular University, you should look up in that particular University's program.

I am extremely sorry to inform you that at this rank of yours, there is no way that you can get seat in Andhra University to pursue M.Tech in Computer Science Engineering. In fact you will find yourself to be extremely hard to find any government seat for pursuing post graduation in the desired stream. The cutoff rank in TS PGECET for computer Science Engineering is close to 750. Your rank is way far from the cutoff rank. If you have some sort of reservation like that of BC-B or BC-A or SC Reservation, only then you have some chance of getting a government seat, may be in Andhra University too. Otherwise it looks highly unlikely that you will get a government seat. I hope you understand the gravity of the situation that you are in right now. The number of MTECH seats for computer Science Engineering is very limited compared to the number of applicants. It is so limited that it pales in comparison to the number of applicants.
Now you should look for private Institutes that offer admission to students of your rank. At this rank, you will definitely get some good private institute for completing post graduation. Before joining any of the private college, you should compare such colleges in order to see for yourself which college is better for you. The previous year cutoff for AU MSc zoology for first round was around 170 and in 6th round it went down till 140. Considering that, your marks very low for getting a college. You can consider some other colleges that do not base their admission on this entrance exam.
