Andhra University is a public university located in Visakhapatnam, India. It was established on 1 October 1953 as Andhra State University. The university offers undergraduate and postgraduate courses in Arts, Science, Commerce and Law.
The university has its own campus at NTR Gardens which is spread over an area of about 40 acres (160,000 m²) near the city centre of Visakhapatnam. There are several hostels for students to stay during their studies there. The campus also houses the administrative buildings of the university including the Vice Chancellor's office, Registrar's office and various other offices.
Andhra University Common Entrance Test (AUCET) is conducted by Andhra University for admission to the undergraduate courses of Engineering and Technology, Pharmacy and Management. The test is held in the month of March every year. It comprises multiple sections such as General Studies, Mathematics, Physics, Chemistry and Biology. Candidates are required to appear in the exam for a minimum period of 2 hours.The AUCET 2018 will be conducted on May 19th 2018 at various centers across Andhra Pradesh State like Vijayawada, Visakhapatnam, Guntur etc., The seat allotment process will be done through counselling.

According to previous year's cut off trends candidates from general category required minimum 550-580+ marks in NEET to get admission in government college for MBBS. With the score you have mentioned above, it can be difficult for you to get admission in government college. However you can try in semi government or private colleges there might be pretty good chances of your admission. You can apply through state quota as you have mentioned that you belong to that state. According to the marks and category, you can get a seat in BVSC this year through NEET, I would say attend the counseling process sincerely for that.
Now if you want to get admission through AP EAPCET which is a state-level examination conducted for admission to various courses of Engineering, Medical, Agriculture, Veterinary, etc. According to the previous year, the marks required for you to get into veterinary colleges are 40 for bc and 35 marks for both SC and ST.
At 3796 rank and SC category, I guess you can get a seat in BVSC in Andhra Pradesh.
TS EAMCET is also a state-level exam whose cut-off varies year to year and secures 33% reservations for female candidates. The qualifying mark is 40 out of 160. Being an SC candidate and having a rank of 1197 is good enough to get into P.V. Narsimha Rao Telangana Veterinary University.
Some of the prestigious universities of Andhra Pradesh to you can apply for BVSC are :
1. Shri Venkateswara Veterinary University
2. College of Veterinary Science, Tirupati
3. N.T.R College of Veterinary Science, Gangavaram
