Andhra University does offer courses in Foreign Language since the year 1973. They originally offered only two languages such as French and German. You have scored an extremely high rank in AP EAMCET entrance exam. At such a high rank, it is highly unlikely that you will get admission in SV University or Andhra University. Andhra University announce its cut off & merit list for various courses to get admission in UG & PG programs every year. So determining last rank is difficult about any particular stream for any college there is only range available for particular stream with the help of previous years trends cutoff and according to that for mechanical and for SC category it is around 85000-105000.

While taking admission you have to choose for hostel facility and then there is a separate procedure further.

Hostel facility is available to both boys and girls, though for a limited number of students. Students from outside Visakhapatnam can seek admission into the hostels by applying to the Chief Warden of the Hostels.

There is a good hostel facility in Andhra university, provided by University  not only for PG students but also for all branches in Andhra university. So, no need to worry, if u got a seat In University. You would join a hostel with good facilities and high security. However, you may have to go through an interview process, for the allocation of hostel. Preference also depends upon your 10+2 marks, your entrance exam scores and merit.
