The cutoffs vary every year,so the admission possibility usually  depends on the demand for the particular course ie., the number of applicants  , the number of seats available and the difficulty level of the exam. Your category also plays a role in it .On a general note , since your rank is below 500 you will most probably get seat in Andhra University .

Yes !! Andhra university visakhapatnam have B.Tech in aircraft engineering in collaboration with Perth college UK Self Finance of four year.

The eligibility criteria for admission is given below:-
Students should passed 10+2 examination with physics and mathematics as compulsory subjects along with one of the chemistry/ biotechnology/ biology/ technical Vocational subject/ computer Science/ information technology/ informatics Practices/ agriculture/ engineering graphics/ business studies.
Student should  obtained at least 45% marks (40% marks in case of candidates belonging to reserved category) in the above subjects taken together. OR Passed Diploma (in Engineering and Technology) examination with at least 45% marks (40% marks in case of candidates belonging to reserved category) subject to vacancies in the First Year, in case the vacancies at lateral entry are exhausted.

This is not my personal experience with that college, but I am sharing with you about the college from what I read. It is nice college, which gives you a friendly and stress free atmosphere. They have good infrastructure, with nice labs etc. Its not the best college, but still it is a decent college. If you are interested in co curricular activity, this college will motivate and encourage you. They offer good placements like wipro, infosys etc. ALL THE BEST. Hope the answer was helpful.

But there are some specific criteria for that.
You should have passed your previous subjects with very good marks And there is a need of vacancy in the branch where you want to get admission.
But sometimes it depends on the institution you are studying in.
