Andhra University is one of the most reputed, imperial and high ranked government Institutes of the state. To secure a seat for admission in this college, a candidate needs to be among the best rank holders of the state. Securing a seat in Computer Science Engineering or in core areas like mechanical and electrical engineering, it is even more difficult. At a paltry open rank of above 20000, it is highly unlikely that you will get admission in Andhra University in any of the branches that you have mentioned. In fact to be part of this government college, the open category rank should be like within 1500 to 2000 atleast. The only way you can get admission in this Institute is through your defence quota. Yes, your SC category certificate is absolutely acceptable because as you mentioned in your query it is issued by tehsil authority. So I am assuming that this tehsil is of the state Uttar Pradesh then that would not be a problem and the reason is that Varanasi and Tehsil both are cities of the same state. Incase you apply out of your home state then you need to get a category certificate issued by the central government.

And the validity is up to 3 years and after that you would have to renew it again.

Your chances for admission are little less if you are a male as the usual closing ranks of AP LAWCET for male BC-D for Andhra University are below 950.

But if you are a female BC-D category candidate then your chances are high as the closing rank then is within 4400.

This prediction is done on the basis of previous year's cut offs and it can vary due to changes in the total number of candidates appearing for the entrance, total number of applicants, last year's cut off trends , etc.

According to 2019 the cutoff for OBC category was around 141 and 144 and that too in the rounds 3 and 5. So it's difficult to say if you will get the main campus or not.
