Both the college are good for the respective branches. The IGDTUW cse has good placement than BIT MESRA ECE. And first you should select in which branch you have more interest then accordingly you can select the college. Campus of IGDTUW is also nice.

Now a days , lot of people are shifting everyday to python. Due to the advancement in the industry of computation and data science as well as data mining , python is playing an important role. So if you want to do significant work in this industry then I would suggest you to move to python. Python is a easy but a vital language that can perform a lot of tasks despite of its simple sintax. So as you have a programming experience in c++ then you will be easily able to coup it up in 2-3 months with adequate practice.

The education quality at RV is quite good but placement in this college is very poor.Very few core companies come here and you need to opt for CS oriented job at the end of four years.So if you want job and its all about placements which you need at the end of four years then i would ask you to study CSE/IT in bit,dayanand or smvit.But among these three SMVIT is quite good and try to take admission in this college.
But if you want to follow your passion and have a keen interest in Electrical and electronics then you should go for EEE but go for a good college other than these.

In BIT, Mesra, many core companies like NXP Semiconductors, Qualcomm, Sankalp Semiconductors, TATA Communications, etc., are coming to recruit ECE students. The salary packages range from 4 LPA - 24 LPA. It is worth spending your money on a degree from BIT as it is reputable. Almost 75% of students got placements. Classrooms are well-maintained, but hostel facilities and bathrooms are not up to the mark. Faculty members are great and supportive.
IIIT Vadodara also has a great placement rate. 85% of students got job offers. The Infrastructure is good and all the basic necessities are provided. But, the hostel is far from the institute. The students have to travel in bus from hostel to college. Food quality is average. The faculty members are highly qualified and helpful.
Both have its own pros and cons. Now, It is your choice.

The ICAR cutoff depends on the number if candidates who wrote the exam , the difficulty level of the exam and the number of seats. Based on the previous year cutoffs this year the cutoff score for OBC is 430 and expected rank is 680. So I am afraid it will be difficult to get a desired government college seat for your rank. Maybe you can wait till the last round of counselling and see your options. The admission possibility also depends on the competition for the course you opt for. Different course or specializations have different cutoffs.Hence do attend the counselling .

Outstanding college The campus is well-maintained with decent classrooms, a library, sports facilities, and Wi-Fi. Hostel facilities are average, but improvements in food and hygiene could enhance the experience.
The infrastructure of the college is very good every faculty member here is very much ready to help us out they have a very friendly nature and easy to access them. Almost everyone here is very crispy the college staff also is very helpful polite good nature
The university offers a friendly environment for study. Classrooms are digitalized.The library has approximately more thank 10,000 books, e-books, and IEEE subscriptions for us which helped me in my research work. The auditorium is highly equipped and I was handed my M.Tech degree there.
