According to your score it is very difficult to predict either you will get chance for the admission in government college or not .
Since every year the admission in government college differ according to the cutoff and the difficulty level of the exam and also on the total number of candidates appeared in the exam
But yes you can definitely apply for BDS in private dental college by government quota..

As you have mentioned I do understand your issue but sorry to say you cannot change back to OBC. According to the rules if there is any problem regarding the submission of documents then you would be then considered as general or open category but the opposite is not possible. Instead you could have asked for some more time for you to arrange but now I do not think it is possible to go back to OBC category.

According to your percentile in jee mains and taking into consideration that you are from obc category , there is low chances to get a seat in mechanical engineering in vssut, burla as the cut off for this branch is high and your rank is low but you can try for some lower branches.
I would recommend you to wait till last round as you could get a seat of your choice.

At a neet score of 485 at unreserved category you have chances at manipal uiversity as the cutoff is around 480+ and also this year cutoff has increase significantly you might have to wait for subsequent round.
Its one of the top private medical college of the country , well equiped and good academics , however the annual fee of around 10lakh to 15 lakh per annum.

Manipal univeristy jaipur is a pretty solid place academically, but its not that great as well. Course structure is decent, professors are good, but like every other college, you need to put effort into it. Professors are really approachable. sports facilities are kickass. Library is amazing. auditorium and mess are 5 star. ofcourse they charge money for that. living space are luxurious, unlike BITS.
college infrastructure has every necessary facilities needed, it has very clean campus, beautiful classes, washroom, lobby, play area, etc. it is indeed one of the best campuses in all over India, libraries are also well built.
best college in terms of infrastructure in the entire country right now. hostels feels like hotels and mess has some of the best foods available in the other colleges. it has amazing college environment and greenery.
