Both colleges are best according to their respective. You can go to anyone you will learn same about ECE . But as you know NITs are ia government funded colleges and consider next after IITs but in NIT Arunachal Pradesh you might face sometime language barrier and placement and staffs are great . But the college's is quite far so there is problem in travelling facility . There might also be some campus problem as college is quite far . But looking IIIT jabalpur it's a private college but it also provides a great teaching and placement. Remember every college has their pros and cons but getting NIT and IIIT is achievement in yourself.

textile engineering , food technology , metallurgy

According to the marks you have mentioned in the question your category percentile would be in the range of 96.54 - 96.74 and category rank would lies in between 11552 - 13702 respectively if we talk about overall percentile and rank then it will be falling in the range of 94.8 - 95.0 and 45926 - 56076 respectively. On the basis of this rank and category and considering your Home state quota you have decent chances to get into NIT Andhra Pradesh as per previous year's cut-offs which you can check out from the link given below :-

Computer Science Engineering (CSE) and Electronics and Communication engineering (ECE) both are among the most sought after branch of engineering among engineering aspirants. VIT Vellore is know for its CSE department and the placement statistics is very nice provided you have secured decent CGPA. The highest package has been as high as 40 lakh per annum approximately and the lowest package has been around 3 lakh per annum. Companies like Amazon, Infosys, Microsoft, PayPal etc visit the campus for recruitment.
On the other hand NIT AP is NIT and ECE is good there. Here ECE and CSE witness almost similar placement track record. Top companies such as Accenture, Amazon, Deloitte and Just Dial visit the campus for recruitment. You should go with your interest and passion. You should also consider other factors such as fee, affiliation and so on while choosing in between them.

percentile actually doesn't reflect you category rank ..it all depends upon the number of student from your category sit for jee mains .and as per your percentile your general rank may be approx 1,65,000 and if even with this rank you fall under rank of 7,000 in your category you gonnabe there but form most celebrated branch like cse ece you need to be under the rank of 3500 .
if you are interested in brach like biotechnolgy chemical engineering than 7000 and a bit relaxed rank would also be fine .
and looking in to data of all the previous year and all i can say you have fairly chance t get in but keep patient and also go for csab round that will eally find way

Not all NITs are better than SASTRA University.
While comparing colleges, it makes sense to compare based on aspects which are really important, than the rules and regulations.
SASTRA has stricter rules with respect to attendance and hostels. That is only reasonable. Quality of academics and research is obviously better at NIT.
At NIT Andhra Pradesh you can get the tag of NITian.
It is the institute which has an average package of 5.87 LPA in the first out passed batch.
You can choose for yourself which one is better.

The infrastruture is decent well it misses the college thing many facilitites lack but the infrastructure is decent, by the way there si no proper gym only one ground where you play cricket and one football ground
College have all necessary infrastructures, facilities.In classroom like smart boards, projecter, wifi.etc College have department wise academic block , sports ground, workshop, laboratories, library ,research block.It is well maintained all those things.
College is newely built so have AK necessary infrastructure like classrooms, wifi, sports centre's, library, canteen , etc Campus has clean atmosphere and food is moderate ...Overall a good exposure one can get from this college.
