So, between the choices given both are equally good colleges but what is important is that what you are truly interested in . I mean you have given choices between two different branches so if you are really interested in CSE then I would suggest you to go for NIT Durgapur also the placements in ECE is very tough specially if you are not exceptionally good. Both are good choices, now it depends on you.

Well if you have any interest in computer science and engineering then I would say go for NIT Durgapur because of two reasons.
Firstly it is far better than NIT Andhra Pradesh located in tadepalligudem which is very new and does not even have a permanent campus or ameneties. So don't choose it just because it is familiar or nearby or even because of language issues.
Secondly, NIT Warangal is one of the finest insitutes in the country but if you don't want mechanical then what is the point. Plus branch change would be very very difficult over there and that is a risk you should not take if you are getting CSE somewhere else.

Your state of eligibility is West Bengal hence your home state quota will be applicable in colleges of West Bengal only.
You mentioned that your obc ncl certificate is from Jharkhand which won't decide your eligibility state anyway. So no matter which college you take admission, your obc ncl will be valid.
Hence, to answer your question, yes, you will be able to enjoy dual benefit of home state quota and obc reservation in NIT Durgapur.

Since you have mentioned your obc rank I am expecting you to be an obc ncl (non creamy layer )candidate. According to the homestate cutoffs of 2019, NIT Durgapur CSE closed for male candidates at 13k (obc ncl rank) and for female candidates at 19k . For IIEST Shibpur ,it closed for male candidates at 13k and for female candidates at 17k approx. So, you will able to secure a seat in any of the two colleges according to your preference.

NIT Durgapur has marginally bigger highest package and average package but IIEST has greater median package which is of greater value . Placement percentages are more or less same . IIEST just became an Indian institute under the central government in 2014 while NIT came under central goverment in early 2000s.

NIT Durgapur is ranked 30 and NIT Raipur on the other hand, is ranked 63, rankings are based on many factors, so if NIT Durgapur is ranked better than NIT Raipur then surely NIT Durgapur should be considered. And talking about placements, which we all are worried about, it wholly depends on your skills and performance.
The campus boasts modern infrastructure with well-equipped laboratories, smart classrooms, and a comprehensive library stocked with the latest resources. High-speed Wi-Fi is accessible throughout the campus, facilitating seamless online learning. Hostel facilities are commendable, offering clean rooms and hygienic food. Sports complexes and recreational areas are well-maintained, promoting a balanced student life.
NIT Durgapur has some very old buildings, but the newly formed Academic block, utkarsh bhawan is very good infrastructures. Library also good. Senior hostels are little bit less maintained, but hostels for 1st year and 2nd years are good.
Not par with the NIT standard. Sports could be better, lots of unutilized area in campus. Academics is good, most professors are interactive. Good club culture, allows student to learn outside of academics.
