, Both are good colleges but if we select one then I should prefer NIT Hamirpur because it has median salary package was about 6.5 lakh but the ees is high approx 7.3 lakh but in Jamia millia islamia fees is less about 3.2 lakh means half but the median salary package was about 4.8 lakh.
So both are good only select on the basis of fees otherwise both are best.

NIT Jalandhar Mechanical Engineering should be preferred higher than NIT Hamirpur Mechanical Engineering. Vicinity to Industrial hubs around Delhi NCR, Punjab and Haryana, add an advantage to the career prospects post B.Tech ME at NIT Jalandhar.
Major Conglomerates like HERO Group, Maruti Suzuki and Tata Motors are regular recruiters at NIT Jalandhar Mechanical and the median package lies anything between 6-8 LPA. Located near IT Hubs at Chandigarh and Gurgaon/Noida further enhance Non Core/IT/Consultancy Sector prospects.
Secondly the Outlook of NIT Jalandhar is better when Infrastructure, Faculty as well as prospects are considered.

In 2019 a candidate with rank 1583 belonging to OBC-NCL secured seat in NIT, Hamirpur in B.Arch under other state category. So if you belong to OBC-NCL then you do not have chances of getting seat in this NIT. Here is the basic information of both universities with their placement information too.
Indian institute of information technology, kancheepuram is a public university and ranked 182 by NIRF. They have 49 faculty member and total enrollment of 1434 students. They have all the facilities like wifi, cafeteria, hostel, gym etc.
Their mechanical engineering is a full time 4 year course and accept jee mains with cutoff rank of 1850. Their fees for the course is Rs 5.25 lakhs.
Their median package salary offered in campus is around Rs 5.45 lakhs per annum.

There are good chances that you may get a seat at NIT Hamirpur based on your PwD rank. NIT 2020 cutoffs will be out after JoSAA counselling which has started on 6th October 2020. Based on previous year cutoffs at NIT Hamirpur, the cutoff for General PwD candidates in round 1 was 227. So there are good chances for you to get a CSE seat if the cutoff is decreased or else you may get CSE seat in successive rounds. Yes there are some good chances that you may get a seat at NIT Hamirpur. Based on previous year cutoffs the round 1 cutoff for PwD was 227 for Computer Science Engineering branch. Also the cutoffs for other branches were quite low so there are good chances. NIT 2020 cutoffs haven't been released yet because registration for JoSAA counselling has started on 6th October 2020. If you wish to take admission in NIT then you must register yourself for JoSAA counselling without any delay. According to the stated rank and Home State advantage, the branches you will be able to get in NIT Hamirpur are as followed :-
1. Chemical Engineering
2. Civil Engineering

Assuming that you are more concerned about placement and I have no specific interest only branch,
I would recommend join IIIT Jabalpur as it offers better placements than your other choices.
If you have interesting any of this branch for example mechanical engineering go for it.
For placements I will forget IIIT Jabalpur.
