Yes, definitely. It does not matter from where you are or from where you have completed your class X examination. If you have completed your class XIIth examination from a particular state, you will be eligible for the home state quota of that particular state.
So in this situation let's say you are from Punjab, but have given your class XII examination from Una, Himachal Pradesh, then you will get the benefit of home state quota in NIT Hamirpur and not NIT Jalandhar.

According to the previous years cutoff for CSE in NIT Hamirpur the minimum percentile required is approximately 99%ile and the rank at this would be approx. 9000- 10000 CRL.
Now for this, minimum jee score should be 190+ in moderate paper, for remaining on safer side consider this as 200+ but it can definitely vary with different paper and their level.

As we go through the latest cut-offs of JEE-Main 2021 of JOSAA 6th round then it shows that the closing ST rank was 3044 for Materials Science and Engineering branch in NIT Hamirpur under Other state quota.
Now to secure such rank you should have your JEE-Main 2021 score at least 115-120 marks out of 300 and percentile against this is expected to be in the range of 95-96.

All the colleges are great in their own unique way but considering the same branch the pick of them is nit kurukshetra as it is closer to delhi which in itself an advantage also it has better nirf ranking after this you can go with manit bhopal then nit jalandhar then durgapur then svnit and then hamirpur in no way I am contradicting that any college is better than the other as all are good in their own way and also since you are talking about ece which is a good branch so it hardly makes any difference but at the end the pick amongst all is nit kurukshetra.
Only if you are too much oriented towards cse then only i would advise you to go with gla university but other than that on all fronts you will be at a great advantage if you go with nit hamirpur it will give you the brand name of an nit moreover it is a government institute also if you work hard in first year you will have option of branch change so all odds are in favour of nit hamirpur civil but if you are too much interested in cse then go with gla. Choose wisely.
