Now according to this rank range ,OBC-NCL & previous year data of closing ranks there aren't much chances for seat in NIT Puducherry.

See both this NIT's are new NIT's. But both these have great potentials to come up in contrast to the top NIT's. I would say if you want to pursue course in UG engineering then go for NIT GOA. NIT GOA have better infrastructure as compared to NIT PUDUCHERRY. It has good number of well experienced teachers and have ranked in top 50 by NIRF. The college have good lab work and the curriculum is also very relevant to the industrial need. Also NIT GOA have good placements ratio compared to NIT PUDUCHERRY. The difference between this two is very slight but if you have to choose then choosing the best is the right choice. As per the information NIT GOA is better than NIT PUDUCHERRY.

There is procedure which is assigned through which admission process take place in any of the NIT’s or IIT’s in India so if you want that you should be considered in the Home State quota than you should have necessary documents ie, the main document is Domicile certificate of that particular state in which you are seeking admission than only you will be considered as student of Home State quota or else you will be considered as Other State student. So Domicile certificate is necessity for the students as a proof that they belong to that particular state.

Not only in NIT Puducherry, but even in Institutes like IIT Bombay and Kharagpur, the Core Placements of Civil are extremely bleak with only a couple of Companies like Tata Projects, L&T, Shapporji Pallonji visiting them. Situation is similar at NIT Puducherry however if you develop interest in Finance/Software/IT/Data Analytics you may have opportunities from the Non Core sector luring you during Campus Placements.
If you are interested in pursuing a career in Civil Engineering, I would advise you to give GATE and try your luck in the PSU Sector. Most of the PSUs be it from Core Infrastructure to Chemical and Refinery always have opening for Civil and Mechanical Engineers. You even have a chance to pursue M.Tech from one of the Top IITs or IISc Bangalore.
You must also appear for the UPSC ESE examination for prestigious Indian Engineering Service Positions.
Another option could be cracking the entrance examination for NICMAR, and pursuing a PGDM in Project Engineering and Management or related Construction and Infrastructural Management disciplines with excellent career scope and placements. NICMAR Pune has almost 100% placements and is one of the higher study destinations for Civil Graduates.

Studying EEE/ ECE either in NIT Puducherry or Top 3 Eamcet colleges are good way for you. However, in general, most of the students wish to study their engineering at NIT college's so since you have chance to get NIT Puducherry then it will be best option and also first priority. But carefully that you don't select the college that is not listed in top 3 Eamcet college. However the best route is choosing NIT Puducherry. So choose wisely.

Placements: The placements are not good. CSE had good placements of 60 percent. Don't choose this college for job opportunities. The best package is 15 lakhs per annum, and the average is 4-5 lacs per annum. Recently, it became even worse. NIT Goa and Delhi had great placements.
Infrastructure: Despite being a new college, development is going on. If it is finished, it would be a great campus. Sadly, it would take a lot of years to finish, but everything is okay. This year, they finished considering ATM and store, so I think we got it, but it is very slow.
Faculty: There is only one professor. All the remaining are assistant professors, that too, CSE ma'am is a professor. Due to very fewer classrooms, they dived the first year into two groups. We can use one big classroom in which 150 students would fit in.

NIT puducherry in terms of placements is good in mechanical branch almost 90% students placed.The highest package is 17LPA while the average package is 6LPA.Many companies visit this campus for placements like IBM, Samsung, Tech Mahindra, L&T, Tata, Snapdeal and Infotech.IIIT dharwad is not so good in terms of CSE placement as placement percentage is 60%.Take decision wisely based on your interest because interest matters the most.You can use the below tool for college comparison

This college has good infrastructure and all necessary things. Among other new nits, this nit has a permanent campus and developing at a very faster rate. But one disadvantage is there is no single tree in whole campus.
Since it is a new nit, things are still being built here but at a faster rate..And basic things like classroom,library,laboratory,food, wifi are present..And A.C.'s are there for first year's new boys hostel..
As a new NIT that got started on 2009 and just moved to permanent campus 3 years ago the college infrastructure development is next level. Labs, classrooms and hostels are there - most new NITs don't have permanent campus. Sports facilities are improving starting from volleyball, basketball and badminton.
