Since you specifically mentioned Chemical Engineering, it all boils down to the college. NIT Warangal is much better than NIT Karnataka in terms of Faculty, Placements,etc. NIT Warangal, NIT Trichy and NIT Surathkal are always among the top 3 NITs in India.
I do not have any idea whether you can change your branch at NIT Karnataka. At NITW, Based on your 1st year's CGPA, you can slide into the branch of your choice. Let me tell you, its neither easy nor tough !
The branch slide results have been out a week ago and many chem and biotech students have successfully made it to ece, cse, mech, etc.
The thing with faculties is that, students will never be satisfied. They will always find faults even with good faculties. I prefer not to speak on that.
The choice is yours ! Both are good,while NITW has an edge.

You have not mentioned your state and it is not clear whether you belong to OBC-CL or OBC-NCL. Assuming that you belong to other state considering previous year cut off under other state you may not get seat in NIT, Warangal. However, you may have chances of getting seat in NIT Srinagar in MME and NIT Mizoram in Civil. However, cut off is subjected to change, it may increase or decrease slightly depending on number of candidates appeared, difficulty of exam and number of seats available. Please tell us your domicile state and whether you belong to NCL or CL so that we may help you accordingly.

According to your rank and previous year trend their is very less chance to get NIT Warangal and if you want NIT Warangal then their might be possible to get this college with biotechnology branch.
But you go for the counseling till the last round.
You have a chance to get better college other than NIT Warangal.

Your expected rank will be around 173802.You can calculate your expected rank using the formula (100-your total percentile)*869010
where 869010 is the total number of candidates appeared in January session.
In April session 1200000 candidates are expected to appear then the expected rank rank can be calculated using the formula
(100-your total percentile)*1200000/100
Now, your category rank will be around 54k-66k.In 2019 a candidate with rank 1116 belonging to OBC-NCL secured a seat in NIT Warangal in CSE.
A candidate belonging to general category with rank 2328 secured a seat in the same.Considering this you may not get seat in NIT, Warangal.You need to prepare for April session and score well.However, cut off is subjected to change it may increase or decrease slightly.

Hello student. CSE and biotechnology are so so different branches. Take the one which you are intrested in. Choose the branch according to your interest.
But when it comes to these two colleges, NIT warangal is the best one.
Infrastructure and college life:
It has a wonderful infrastructure with well equipped labs and classrooms. Hostels are pretty decent and nice enviroment is always maintained. YOu can see that the campus life is going to be really well
Faculty and quality of education:
All the faculties are well qualified and experienced over here. And education, curriculum is made in such a way that students are made to acquire more hands on knowlege than just the theory.
Placements:
Placements are really good as many top companies visit this college
Campus of more than 200 acres with self residential facility along with different blocks allocated to different branches with required equipments and other features. It contains Admin block, Academic block, library and other departments.
Infrastructure is good Campus is very wide and has many shops Only thing I m slightly disappointed is at the quality of drinking water provided Also washrooms are in not in great condition Else okay
