It is very difficult to predict the actual cutoff of different colleges as it changes every year based on different factors like how many candidates appeared, how tough the paper was along with how many seats are available in different universities and performance of candidates appeared. But based on your rank in TS EAMCET and cutoff of osmania University Hyderabad you can get a seat in biomedical engineering as for ECE and Civil the closing rank for st female candidates is 7917 and 11160 respectively of year 2019. With you rank getting ECE or civil is difficult but you can get biomedical engineering and its closing rank is 23849

As per your query I would glad to tell you that at your rank you holds very good chances of getting seats in colleges like BV Raju Institute of Technology, Narsapur , Mahatma Gandhi Institute of Technology, Hyderabad but getting admission in jntu for cse branch is quite difficult because cse seats close below 800 . Osmania University, Hyderabad does not offer B.Sc Anesthsia course. It offers the following courses in B.Sc level

JNTU and Osmania, both these universities are equally good, well- equipped, good infrastructure, faculty, and a good course curriculum.
If you look at the NIRF ranking set up by the Government of India, then JNTU stands at 42 and Osmania at 80.
The placement opportunities at both these colleges are equally good, and in the end it doesn't matter from which you pass out from, only the amount of knowledge you have gained matters the most which will help you in your career further.

As per your query I would glad to tell you the fact that changing of stream is quite a difficult task specially migration to cse stream because migration only arises when their are vacancy due to some student suddenly got left . But if you dean is saying vacancies are there ,then you should apply ,write a letter to dean complaining about the college authorities irresponsible work and they will definately took action against them

College is good in terms of infrastructure but it needs to be maintained well and keep up the standards and the trees are not well maintained and they need to focus on basic amenities for phd students and they have to make sure the trees grow well
The college offers a technologically advanced campus with smart classrooms and well-equipped labs. The library is extensive, though more digital resources would be helpful. The sports facilities are excellent.
College was a good one at that time as there are minimal good facilities are there with the better classrooms , labs , sports ground and canteens as there were no hostel facility at my time and all things were well maintained too with good hygienic food was available.
