I don't think any university/college will allow you to start your course from the third year after having a gap of nearly 10 years. You cannot as such directly enroll on the course as such, be it B.SC IT or any other relevant program. You need to start your course from the beginning and fulfil the curriculum requirement. Certain universities also have set bars and limits for the completion of the degree in a specific duration. So, you need to start your program from the first year itself.

So, this year cut-offs may increase or decrease or remain same. You have not mentioned your Caste Category, so I'm considering it as General Category and providing information based on it.
