In your Rank 19610, as a belong to BC b candidate and belongs to Cap farmer quota you can get a government veterinary college or reputed private veterinary college in Andhra Pradesh also. So it is better to try for the best.

Yes you definately have a chance for getting admission in Andhra University for B.Tech in Biotechnology.
There have been no entries in BC-B category for Biotechnology in the past two years so I can't let you know about that data. However in the year 2017 the closing rank in the last round was 41398.
Cut offs are bound to vary as they depend on the no. of candidates appearing for the entrance, total no. of candidates qualifying the entrance, last year's cut off trends etc. But your chances seem pretty high.
