don't worry about that you meet the eligibility of CBSE and you are eligible for 2019 NEET whether you are the dropout or not.

Marks? Now that's very hard to say. The rank is what matters. You get to choose your college based on what rank you get, not how much marks you score. Depending on how your peers perform, the marks scored may fetch you a very good rank, average or high rank. Based on this rank you can see what college you can end up with.
4 years ago, I had 1700 and ended up with EC in MSRIT in my second round of counseling.The EC seats got over at 2000 or 2100 for the second round. But for the first round, the seats were over by 1500. So if you want to get into MSRIT EC for sure, your rank should within 1500.
For RV EC, as far as i can remember the seats got over within 500 for the first round. I don't think there were more than a couple of seats for the second round.
Sorry, but I don't remember PESIT. Also I think Ekta is right, and they are not in the COMED seat matrix anymore.
All in all, what ever marks you score, make you sure you secure a rank within a thousand. You will be safe. You will probably have a choice between at least one or two of the above colleges you mentioned!

You won't get anything till 5th or 6th round but you may get following branches at the end of counselling:
1. CHEMICAL ENGINEERING
2. BIOTECHNOLOGY
3. PRODUCTION ENGINEERING
4. CHEMICAL (PLASTIC and POLYMER)

There are chances that you will get admission in Thapar Institute. They also have other criteria like a minimum of 60%(gen) and 55%(SC/ST) in 10+2. Your JEE rank is enough I think.

Admissions at PEC are done through centralized counselling by JAC, Chandigarh through JEE ranks. Here also you will have no problem securing all the branches in the first round itself.
ICT Mumbai cutoffs vary year to year. Since you have not mentioned your marks, I would like to say that if you score 130+, you may get admission there. For chemical, it goes around 180. Only 30% seats are for all India candidates.

2.Float-Allow for next round
3. Freeze- You will not allow for next round . Your allotment is fixed.
