First of all, there is no such branch called IS there is Branch called IT( Information Technology). So I will be answering your question assuming it IT not IS.

If you are from Jharkhand and your CRL rank is 16000 you will easily get a seat in BIT Mesra not for  CSE but definitely for  IT both but you have to wait till 7th Round. According to last year, JOSSA Opening and Closing Rank those who got 12840 Rank in JEE Mains easily got admission in CSE and those who got up to 19481 Rank got admission in IT easily. But every year closing rank increases so there is a fair chance that you will get a seat in CSE. But If you are from another state you will not get a seat in CSE nor IT. As minimum rank to get admission in CSE and IT for other states candidates are 10390 and 11905 respectively.

Birla Institute of Technology Allahabad is an extension center of BIT Mesra. The Allahabad Extension Center, located on the Allahabad-Mirzapur Road commenced its journey in the 1997-98 session. It was established with the objective of imparting academics and research programs beyond the main campus of the Institute. This college offers 9 courses (BBA,BCA,M.E/M.tech,MBA/PGDM,MCA) in 3 streams ( Business & Management Studies,IT & Software, Engineering). It is mainly popular for BBA and BCA. Yes, BIT Mesra Allahabad has hostels and some are under construction.

I am very sorry to tell you that you are not eligible to take admission in any branch of BIT Mesra neither any IIIT's.

The minimum ranks anyone needs to take admission in the lowest branch of BIT Mesra i.e Bio-Technology Engineering is 22538 for SC Home State candidate in and  9717 for SC Other State candidate ( according to JOOSA 2018 opening and closing rank).

And to get admission in any IIIT's one should get minimum 8077 SC Rank then only you can get admission in the Indian Institute of Information Technology Design & Manufacturing, Kancheepuram (which is the lowest ranked IIIT's) in Mechanical Engineering with specialization in Smart Manufacturing ( which is considered to be the lowest branch of IIITDM,Kancheepuram)

Both the college are good in their own way. Both have their respective features. Yes the placemt of BIT Lalpur is very good but it has high fees. Whereas IMED is really good college. The main advantage ofIMED is that it  in pune so it surely has some advantage. The faculty over here are high qualified & experienced. Placement is 80-90% every year. Highest package offere is around 14 lac p.a. The environment of pune is also very good & safe especially for girls.
So its ur choice, if Pune suits you then surely it is a better college. But BIT Lalpur is nevertheless at back.

You can change your branch only if you satisfy the college CGPA cutoff for the first year then only in 2nd year you can change your branch. By paying some money won't make your work. This is not the way of doing work. The college has some rules and the way of giving money is illegal. Better not think of it in future. Try to do things by  your work and qualifications. Money is not the way.
