There is nothing such mentioned on the official site of IISc. You can apply after your first attempt of jee or 3rd attempt of jee, it doesn't make difference. IISc Bangalore offers admission on the basis of JEE Mains, JEE Advanced and NEET. The cut offs may vary every year.According to last year spot admission the closing ranks of shortlisted candidates  in JEE Mains were between 20001- 40000 for SC category , between 40001 - 42000 for SC PWD category and between 6001 - 10000 for EWS category.

The KM in IISC Bangalore cut off list stands for Kashmiri Migrants . In many institutes there are reservations for Kashmiri Migrants. The cutoff for Kashmiri Migrants is different from General, PwD, SC, ST. Few certificates has to provide to get Kashmiri Migrants Reservations like proof of property in Kashmir of the parent of the candidate, certificate of registration as Kashmiri Migrants issued by the Relief Commissioner etc.

Dear Aspirant,

IISc is one of the prestigious institution of the country and getting admission there is obviously not so easy. The admission process is dependent on the merit list prepared considering for NEET. The requirement is that students should secure a minimum of
60% - General
54% - OBC-NCL
54% - EWS
30% - SC/ST/PwD
in the NEET exam. As it gets difficult to predict exact score because the cut-off changes every year.
