The qualifying cutoff for GATE has been declared.GATE qualifying cutoff or simply GATE cutoff is the minimum marks which candidates have to score to qualify the exam. Every year the cutoff varies depending upon the number of candidates appearing in the examination,Category etcetra.
Now for admission every institution will release Its own cutoffs.
Electrical Engineering is a vast branch and M.Tech offers specialized course and every institution offers various subjects within Electrical Engineering and cutoff is different for all.

see cutoff scores changes year to year and depends on various factors , according to previous years cutoff  you have decent chances for  iit guwahati, iit roorkee ece branches,  you have decent score to qualify for interdisciplinary branches, at this score you have fare chances for nits like nit durgapur, nit bhopal, nit harimpur etc.

Yes, in 2017 IIT  Guwahati had conducted a spot round for M tech admission. This spot round is a game of luck. Many people don't come to Guwahati due to its geographical location. But there is a good chance of getting admitted in M.tech in such a scenario.

Hello student as in 3rd year switching stream is not possible in engineering college so first you need to complete your Bachelor degree in engineering at IIT in the same stream you're pursuing it. After that you need to apply for MS in your preferable university /college as each college conduct their separate entrance examination and interview to get into MS college. You can apply for GRE after completing your graduation which is for MS admission along with it you also need to appear and clear in language examination like TOEFL ILETS. please help me with your preferable college/University so that I can provide you more exam information

this year it is expected that cutoff score will increase slightly, so chances in iit guwahati  seems less. now you have chances for all nits.

The cutooff for year 2018 had opening rank 35 and closing rank 122.
