Yes you can get into IIT Hyderabad without qualifying Advance and the step would be clearing GATE after your graduation.Yes you can do M.Tech from IIT Hyderabad that too without qualifying Advance but you have to qualify gate after 4 years.
That would be the only way to get into IITs without JEE Advance.
For every undergraduate course in IIT one need to secure a rank under cutoff in Advance.

Since IITH is new and the branch you are talking about is metallurgy there are no 100 percent chances of placements. But since it is an iit you may apply for any off campus but make sure for the in campus first. Hope it helps. Any queries are welcomed in the comments below.
