The rankings of IIIT Delhi are way too high, however if we consider the cut-off for IIITDM Jabalpur for various branches in 2021, the ranking for Scheduled Cast categories in the 6th round of the counselling were:

So, you won't be getting into IIITDM Jabalpur with an SC rank of 16696.

Admission to iit is based on jee advanced not on jee mains. A general candidate should score above 88 percentile in jee mains for qualifying jee advanced. With above percentile you have a chance of getting admission in private engineering colleges. Cut off percentile for obc candidates for qualifying jee advanced is 68+ and ews is 66+.
