Both the institute you have named are one of the top institutes in India. Now if you wish to go for any of the courses, then I would recommend you to go for the course of JNTUH CSE. The JNTUH CSE is a better choice compared to that of the Civil Engineering, because the core jobs in CSE are far better compared to that of Civil Engineering. With the above mentioned rank in TS EAMCET in SC category, and based on the previous year TS EAMCET cutoff for JNTU Hyderabad, you have very little chances of getting CSE branch in this college. This is because the Minimum required rank for CSE branch in JNTU hyderabad for SC category (male) is around 4800-5800 for previous years and your rank is much higher than that.
