The major difference between a University seat and Self-finance seat is the difference of fee structures in both.
Actually , the university or regular seats are totally funded by the university grant commission (UGC) and so the fee of such seats is comparatively low.
But, the self-finance seats are mot at all funded by the UGC and so to take out the expense of such seats and courses the university takes the help of students by raising the fee of self-finance seats.So, for such seats students have to pay more fees as compared to university seats.

you have good rank and may at this rank you may some good Institute because I think that 829 rank is not bad rank and may be eligible for this but it difficult as you think it not because you belong to OC category or you are non-local it depends on your rank. maybe it is not good or not cross they standard but it is not impossible so you may give try but also seek other Institute as you back up maybe it help you.

Yes you have to attend counselling centre according to tje rank you have secured.Your details are with that college only under which your rank come,so you can't go randomly to any center for documents verification.

Well the closing ranks for colleges are not available anywhere so I cannot really give you any suggestions regarding the colleges that you can get with this rank. I choose not to guess in this matter as it is a sensitive issue and beating about the bush isn't an option. You have a good rank indeed and you can keep your hopes high but again OU and JNTUH are one of the most sought after universities so you might have to face a lot of competition, reducing your chances.

See furst of all i guess that you have got a good rank to get in jawaharlal nehru technological university both in hyederabad, kakinada. See both college is good in their own fields. If you see the infrstructure of hyederabad is better, same with the placement, hyederabad is good. So you can go for hyederabad.
Coming to the hostel fee .If you are admitted in the hostel, then you need to pay a caution money around 15k, and 2k to 3k monthly for mess.
The college has good infrastructure. The classrooms are clean and spacious, with proper seating and ventilation. The library has many books and a quiet place to study. Labs are well-equipped with the necessary tools for practical work. There is Wi-Fi on campus, and computer labs are also available. The campus is green and well-maintained, with places to sit and relax. Hostels are decent, with basic facilities like clean rooms, water, and food.
It is a spacious college with good labs, library, department, medical, etc. The college provides a cricket ground, basketball, football, volleyball courts and even a separate complex for indoor games. Hostels were good and food quality was also good in both mess and canteen.
College infrastructure refers to the physical and technological facilities available on campus, such as classrooms, libraries, labs, sports facilities, and hostels. A good infrastructure supports a better learning environment and overall student experience. It includes modern amenities, proper maintenance, and accessibility for students and staff.
