As you mentioned your rank..may you will not able to get colleges like JNTUK,AU colleges .As most of seat filled with GATE examination and and through pgecet only top 50 ranker are selected for these colleges.

As you will be knowing that TS EAMCET Cut off is the closing rank for admission to various UG engineering and agriculture programs in the state of Telangana.
This year, the cut off will be determined by Jawaharlal Nehru Technological University (JNTU), Hyderabad. And a mimimum 25% marks will be required to score in TS EAMCET 2019 in order to make it to the merit list.

No, You cannot apply like that. If you are studying in JNTU that doesn’t mean you can attend any of the JNTU branch for placements. If it is a pool drive, If the university allows outside students to participate in the placement then you can attend for that particular placement. Else you cannot as however you want. However the placements at JNTU Karimnagar are also best.
