As you know MTech is a gateway to research and specialization. So the faculty and infrastructure plays a vital role. So I will prefer JNTU kakinad over Anantpur because infrastructurally they have almost the same facility but in terms of active participation in research among the faculties is more in kakinad. This feature at kakinad will help you to have a knowledge in the recent research and finding in the field of Biotechnology.
I would like to suggest you that you should also do a research by yourself about both the colleges and then to come to a conclusion.

Still you might get into those Colleges as cutoffs change every year based on various factors
You can also try for famous private colleges like cbit,vnr etc

JNTU Anantapur- Below average placements with only around 10% getting placed every year. The infrastructure is average with most facilities available like wifi and canteen. The t eachers are highly educated, helpful and try their best tohelp the students any way possible.
G Pullareddy Engineering College Kurnool- Almost 70% students get placed here in good companies like TCS, Wipro, Infosys, Honda, etc with an average package of 4lpa. The infrastructure is good with great facilities like gym, 24*7 wifi etc. The faculty is highly knowledgeable and teach the students in a way so as to make them industry ready.

I think there are less chances to get into JNTU but cutoffs tend to change every year based on various factors.
So there might be a chance to get into jntu

JNTU, Anantapur is one of the reputed and well-managed colleges in Andhra Pradesh. The college provides all the necessary facilities with good care. The faculties are experienced and passionate about what they are doing. The total fee for the 1st year is Rs. 25,000.
Now, let's see the department of Electrical and Electronics Engineering. The department is 71 years old. The college has it's own department library. But only 70% of students got placed in different companies. The salary ranges from 2.4LPA - 14LPA. Companies like TCS and MathWorks came to recruit. Students have internships in BHEL, VTPS, etc.

Sri Venkateswara University,Tirupati is far better than jntu ananthapuramu on basis of placements and academics.But when coming to infrastructure and facilities jntu ananthapur is better than sv university.

Labs are well-equipped with the necessary tools for practical work. There is Wi-Fi on campus, and computer labs are also available. The campus is green and well-maintained, with places to sit and relax. Hostels are decent, with basic facilities like clean rooms, water, and food.
It is a spacious college with good labs, library, department, medical, etc. The college provides a cricket ground, basketball, football, volleyball courts and even a separate complex for indoor games. Hostels were good and food quality was also good in both mess and canteen.
