As per my view if I had to consider placements only then of course mnit bhopal and IIIT allahabad would be at a better place if I had to compare between nit Agartala and iiest shibpur.
Nit Agartala is considered to be a decent college not very good or not bad whereas iiest shibpur placements are not very great in case of biotechnology. The placements are very dull. Almost 30-40% are placed from this branch which is very less.
So, IIIT allahabad average package stands somewhere between 18L for cse and for other branches 8-9L atleast. Same in the case for manit bhopal but average package is a bit lower.

I would suggest to admission in MNIT BHOPAL, the institute has established on 1960, quite old institute, admission to engineering courses is based on jee main score. placements for cse is excellent in mnit bhopal. major recruiter is tcs, infosys, samsung etc. however 50% of seats are reserve for domicile candidates. remaining seats are filled by all india category.
however Admissions into IIITs are based on All India Quota as well as Home State and Other State Quotas.
