Coming to your question , since your home state is Madhya Pradesh you will absolutely get computer science at MANIT Bhopal .Don't worry. According to last year cutoff the closing rank was 3000, so definitely at your rank you will get computer science.

According to the category rank you have mentioned in the question you cannot get any of the NITs as per previous year's cut-offs even after considering your Home state quota but yes I would suggest you to take a drop for this year and prepare for JEE-Main 2021 and to help you with your preparation we have some resources made by our experts which you can access from the link given below :-

Now if you can't afford to take a drop than sit for some state counselling because in some of the state government colleges you can get admission on such low ranks.

According to your percentile it is very hard to get seat in csab specials round even in your home state aslo .because there are less seats are reserved for sc catogery and your percentile is not about to qulaify jee mains so it is very hard to get seat

It's hard to tell about your admission possibilities based on your rank in MNIT but based on previous year's cutoff and comparing it to your rank you might not be able to grab a seat. 2019's cutoff for MNIT in B.Arch for OBC category was 3789 and since your rank is 5590 there's a big difference but Cutoffs vary every year so you can still expect a seat, so I'll recommend you to go for state level counseling and try your luck.

If you are a resident of bhopal and want to get into Manit Bhopal then you can apply your home state quota to get benefits of home state.

But of you belong to other state, then still there is not much difference between cutoff ranks of home state and other state and you can easily hey a seat in manit bhopal of your secure a good rank.
In other words if you belong to home state or not, you can get manit Bhopal only if you secure a good rank in jee mains.

For eg :-
Last year (2019) the closing rank for general students in chemical engineering belonging from home state was :- 27592
And for other state students is was - 25825.

And this type of less difference in closing ranks can be seen in all other branches.

So you will not get so much benefit in manit Bhopal, ( like in other nits ) if you are a local resident of madhya pradesh or belong to home state. The simple fact is - you have to score good and secure good rank in jee mains to get a seat in manit Bhopal just like other state students.

No you cannot get any of the NIT through state counselling because NIT is national level institute, it comes under central government and for these institutes there is central level counselling body by the name of JOSAA. If you are seeking admission in NIT Bhopal then you have to register for JOSAA counselling provided that you have appeared for JEE-Main and secured good marks.
