No you cannot get any of the NIT through state counselling because NIT is national level institute, it comes under central government and for these institutes there is central level counselling body by the name of JOSAA. If you are seeking admission in NIT Bhopal then you have to register for JOSAA counselling provided that you have appeared for JEE-Main and secured good marks.

Getting admission into a good NIT depends upon various factors like no. of students appeared each year, exam difficulty level, seat availability and previous years cutoff. Seeing your category and rank, it is very difficult for you to get admission into MANIT Bhopal considering its previous years cutoff trends which ranges from 3k to 5k which doesn't fall in your reach.
But you can try fir NIT Hamirpur or NIT Jaipur which has previous years cutoff from 12 k to 24k.

First of all, hearty congratulations for securing 3907 rank in JEE Mains. In all the NITs including NIT bhopal, 50% of the seats are reserved for candidates elegible for home quota whereas the remaining 50% for other state quota. As per 2019 cutoff of round 1, for general quota, the highest opening rank was for computer science under home quota for gender neutral. It was around rank 2193. Remaining all the opening ranks were above 3800. Keeping the trend in mind, there are very high chances that you might get admission in NIT Bhopal for core branches such as computer science, electrical engineering. NIT Bhopal is a institution of national importance with fair placements and opportunities.
After passing from Materials and Metallurgical Engineering from NIT Bhopal you can have one of the following career options
1) Average Placement in Materials and Metal. Engg. Is around 65% with average package around 6.6 LPA and highest package of 8.25 LPA.(constant over the years)
2) Can opt for higher studies in Various IIT/NIT for future better placements in various PSUs etc.
3) Various career options include Mellalurgists in foundries, heat treatment engineers, In Tata Iron and Steel company in Jamshedpur, or other steel or nuclear plants in SAIL, durgapur, bokaro etc.
4) After higher studies one can become scientists in BIS, DRDO, SAIL etc.

According to the category rank you have mentioned in the question you have higher chances of getting NIT Bhopal because here you deserves Home Sate quota and in NIT Surat you have also chances but only if you are female, this prediction is according to previous year's cut-off. I am extremely sorry to tell you dear but you cannot get into Maulana Azad NIT , bhopal or any other NITs
This is because,
With 88.03 percentile in JEE mains you have failed to qualify JEE mains as you belong to general category and qualifying cut off percentile for general category is 90.3765335 percentile
As you have not qualified JEE main, you are not eligible for josaa counselling and thus cannot get into NIT
