If you were to go by my opinion then i think you should take iit bhilai only if you get non core branches but if you are not getting non core branches then i don't think you should iit bhilai as it's newer iit.

Whereas nit Raipur is very good and renowned in terms of placements and academic achievements. Here you can take both non core and core branches. The average package of this college is 8.7L per annum.

Although iit bhilai has 10L average package but that is mainly due to its non core branches and not the core branches.

NIT Raipur is an Institute of National Importance. It offers admission to different BTech courses on the basis of JEE MAINS Rankings.

The Institute have really good infrastructure & academic culture. It also have quite a good placement ratio. The college have faculties involved in regular research & as a result the exposure to new engineering skills is quite high. So if you get a chance to this college, then you can definitely go for it without any doubt.

In previous years the highest package for iet Luknow for cs was INR 36 LPA and the average CTC was INR 5 LPA.

In NIT Raipur the highest package for mechanical was INR 32 LPA and the average CTC was 8 LPA.

The hostels are pretty good in Nit Raipur , but the problem is that the number of hostels are very less, the facilities offered by the hostel are very good, and the fees is also very less, in order to get a hostel , the student has to score well in the semester exams. However , you can opt for a private hostel near by , it will cost around Rs7000,  some of the good pgs are

DTU IT is the best option present with you at the moment its not that all other college you mentioned are not at par with dtu but you told that you want to start a startup so delhi is the best place to do so as it is full of resources also dtu it placements are great so you will have a backup option as well. Also delhi exposure for startups is great in its initial years so dtu is the best option for you.
