Dear Student,
There is little to no chance of getting NIT Rourkela with the JEE Mains score of 92.613 percentile in the CSAB rounds. The seats always gets filled during the counselling and some students leave the college after the counselling thus creating the "vacancy". So the chances of getting a seat in NIT Rourkela is low. You may try other NITs and as you have mentioned you will get a seat in NIT Silchar so congrats!
Good Luck!
Dear Student,
NIT Silchar is some of the good NIT in India and you need a really good score/rank to get a seat in this college, everything under the rank of 2k is considered good to get any branch in NIT silchar. Here is the data given below of 2020 for the ST category so that you can understand more wisely.
The closing rank given above is the category rank of ST candidate not the general rank for the open state only, it may vary if you have the state quota.

Hi
Your profile suggests that you are from Assam, so assuming you would have done 12th from Assam so you will be eligible for home state quota in NIT Silchar
With 70 percentile
your rank will be around 306900 - 345000 as per our rank predictor at https://engineering.careers360.com/jee-main-rank-predictor
Your st rank will be around 8k
I am extremely sorry to tell you but with above predicted rank you have a very low chance in NIT Silchar in mechanical or any branch even under home state quota
For example,
In 6th round of josaa counselling 2020, closing rank for gender-neutral for st category was 2314 st rank for mechanical engineering under home state in NIT silchar .
You can check the same at
https://josaa.nic.in/Result/Result/currentorcr.aspx
This prediction is on the basis of past year cut off data but cut closing rank changes every year depending upon number of candidates that write jee main examination, difficulty level of the question paper for different shifts of jee main etc so
To have a personalised report on your chances of getting a college you can go through our college predictor, it will give you complete list of colleges which you can get on the basis of the category you belong to, your home state, your gender etc, the link for jee main college predictor is provided below

NIT Silchar maintains a well-maintainned campus with modern infrastructure - spacious classrooms equipped with smart boards, central library, sports facilities and descent hostels. Overall infrastructure is good which helps in excelling in academics and extra-curricular activities.
There is no doubt that NIT Silchar has one of the most beautiful campus in country. For a nature lover like me ,it is sure that you are going to have a good time.NIT Silchar is one of the oldest NITS and is regarded as one of the best NIT . NIT Silchar has the largest Digital library in India .
The hostel experience was nice, with timely breakfast, lunch, and dinner. However, the mobile network was very poor in the hostel room and sometimes lan did not work properly. classrooms are in pretty good condition in new gallery classroom. for civil laboratories, the equipment was not maintain properly.
