As per ranking, grade and reviews of both the institutes, Indian Institute of Technology Tirupati is better than National Institute of Technology Warangal.

IIT Tirupati is younger institute than NIT Warangal. The infrastructure is well furnished and good, equipped with all the facilities. Teaching quality is extremely good. The placements here are decent as it is recently established institute and is on the verge of more developing one.

Well, I suggest CVR CSE, as no doubt if you are looking for branch change then you must not be interested in BioTechnology, and you must opt for your preferred branch...No Doubt NIT Warangal is a way better college but Branch change is very rare, and very difficult to opt... if your branch is changed then you are lucky, but if not then what?, it is a matter of your career and you must not take that as a risk ... Almost 90% of students in NIT WARANGAL of Bio Tech must be willing and preparing for upper branches, but they all get that, the success ratio of branch change is very less...

Sorry for replying to your question late.According to your rank, your rank is not enough to get a seat in NIT warangal even if you have sc reservation.According to previous years data and cutoff ranks, the maximum cutoff rank for sc category is 10,000 so it is difficult to get nit warangal but you can try other NITs,IIITs and GFTIs.

There is no way that you can get admission in chemical engineering in NIT Warangal. in order to get admission in NIT Warangal for the branch of chemical engineering you need to have a much better common rank. as per the cutoff for the institute the chemical engineering branch requires a CRL rank of around 11000. Even if you have ews reservation still your rank in ewS is kind of poor and there is no way that you can get chemical engineering through e w s reservation in NIT Warangal.furthermore you should know that the number of seats reserved for a branch in a college is very limitedas compared to the number of applications for the same branch in an institute.this result or rather outcome was also reflected in the 2 mock rounds  that you have seen and also in the first round of the counselling.

If you need to choose between NIT Warangal or CBIT, NIT Warangal would be a better choice. The foremost thing is , it is  NIT.  Along with it, it has NIRF ranking of 19th. The placements offered by NIT Warangal is more than CBIT, also the median salary packages offered by NIT is much more than CBIT, Hyderabad.
