every year Osmania University conducts Common Postgraduate Entrance Tests, CPGET which is formerly known as OUCET in online mode. different post graduate courses like M.a/ m.sc to institute like Osmania university and affiliated institute post graduate admission is done by this. THE seat intake of m.sc genetics course is 25 in osmania university which makes a quite tough chances for you to secure a seat from general category.

however just appear in the counselling process and also apply for others university in the same discipline as well.

Though you have secured a good rank in CPGET being a candidate from OC category, if you are able to secure more or equivalent to the minimum qualifying rank and also fulfilling all the minimum eligibility criteria of the institute so as to get admission in MSC Biotechnology, then chances are there you may be bale to get a free seat in the Osmania University. As per the last year category cutoff, chances are there you may get but the cutoff list changes due to several reasons and also from year to year, so it is suggested for you to wait and check the official cutoff results. Accordingly, you will be able to get a seat in the college.

You didn't mention your category whether you belong to any reserved category. If this is your General rank then there is chance but if it is your category rank then it will be difficult for you to get admission.

If it is your All India Rank then the chances of getting Osmania University and Jawaharlal Nehru Technological University, Hyderabad is very probable but if it is your category rank then it is difficult. Regular fee in JNTU or OU is 30,000 per year which is very less compare to other institutions. You also have not mention in which course you are interested to take admission. Please mention in which course you want to take admission. Osmania University is a public state university located in Hyderabad and founded in 1918. Unfortunately You cannot get Osmania University because there's very limited seats in Osmania University and cutoff hardly goes down with 747 rank you can get many other private colleges,but OU is difficult to get. My advice is to wait for the final result.

Common Postgraduate Entrance Test (CPGET) is conducted by Osmania University for admission to various Postgraduate, Postgraduate Diploma courses offered by Osmania Universities & its affiliated colleges in Telangana.

I hope Organic branch means M.Sc Organic Chemistry. As per your rank there is a very good chance you can get admission in your desired branch.

As far as ts EAMCET is concerned every year the number of students and the quality of students varies so it can't be predicted accurately for which a student shoud score to get cse branch in Osmania University.

But as per previous years, the cut off for cse branch was high and you have to be under 500 rank to be on a safer side. As the paper consists of 160 questions and the total marks is 160 so as per my view you need to score atleast above 100 to get a decent rank.

Both IGNOU and Osmania University holds a good reputation and recognition in India hence  degrees obtained from the same will hold value. Here , you should take decision based on your future plan or requirements. It is to be decided based on your intention to whether get the degree through distance mode or regular mode. If you are expecting immediate career opportunities , even though distance programs holds value , common choice would be regular. If you are already working then correspondence/distance course would be convenient .The second  point to consider is that political Science is a much diverse and complicated field in comparison to public Administration. Public administration is a sub field of political science,so you should decide according to your needs. Also it is not permitted to do a a regular or distance course in another university while doing a course from IGNOU so the answer to your second question is no.

College is good in terms of infrastructure but it needs to be maintained well and keep up the standards and the trees are not well maintained and they need to focus on basic amenities for phd students and they have to make sure the trees grow well

The college offers a technologically advanced campus with smart classrooms and well-equipped labs. The library is extensive, though more digital resources would be helpful. The sports facilities are excellent.

College was a good one at that time as there are minimal good facilities are there with the better classrooms , labs , sports ground and canteens as there were no hostel facility at my time and all things were well maintained too with good hygienic food was available.
