At this rank you can definitely get any College you want but let's talk about OU first the last year cut-off of ou is around 6621 for sc category ( electronics and communication engineering)
And for JNTU the previous year cut-off is around 7371 rank for sc category ( electronics and communication engineering)

OU : it stands for Open university ,its mean there is no criteria like marks cutoff.Some of universities offers both regular and Distance courses.
OU :It is similar Osmania university
SVU:It stand for Sri Venkateswara University ,Its a collage or university name which is situated in Tirupati.
Nonlocal :As per investigation it is Non local student .

As per your query i will be providing the main difference between both the colleges placements, infrastructure and Faculty.
Firstly the placements of EEE in JNTUH Manthani is better than OU food Tech. as almost 10-20% of the students get placed in campus placements of JNTUH. And the highest salary package offered is 7.5 LPA and the average salary package offered is 3 LPA . But in OU hardly 10% of the students from OU food technology course get placed.
Infrastructure - So basically in terms of this even JNTUH is better as Wi-Fi is available for all students and the facilities are moderate and it's a nice place to study and it is a good environment to study. The facilities like Wi-Fi, labs and library are very good.
And finally in terms of Faculty both the colleges are decent. Both the colleges have highly qualified faculties.
So lastly i would suggest JNTUH. After this everything is upto you.

You got it right. All the candidate who fall under the given criteria will be called for the counseling.
And Law colleges release name of students in 2-3 lists. The process go on for 3-4 weeks.

Based on your marks you have less chances to get seat in jntu or osmania university. the cutoff of tspgecet changing every year ,so it is quite difficult to get seat in jntuh or ou.The first priority will be given to gate candidates and then left over seats would be given to tspgcet candidates. So you need to get good score in tspgecet to get seat in jntuh or ou .dont loose hope ,you will get seat in other engineering colleges not in jntu and ou.Here is the link to get more information .

the cutoff is really high. It's closing rank is under 200 so you can get the idea that you are not eligible for this University.

The fee structure of both the college is similar for m.tech that 50,000 this doesn't include your hostel or mess fees. It is just your college fee.
As for stipped this thing is not mention anywhere for that you have to contact university.

College is good in terms of infrastructure but it needs to be maintained well and keep up the standards and the trees are not well maintained and they need to focus on basic amenities for phd students and they have to make sure the trees grow well
The college offers a technologically advanced campus with smart classrooms and well-equipped labs. The library is extensive, though more digital resources would be helpful. The sports facilities are excellent.
College was a good one at that time as there are minimal good facilities are there with the better classrooms , labs , sports ground and canteens as there were no hostel facility at my time and all things were well maintained too with good hygienic food was available.
