So let's evaluate your situation, NIT Rourkela is a better college, and CSE is a better branch, and you already know this. So let's get to the point

In your particular case I would have gone for SVNIT CSE if I would have been at your place, and I would suggest you to do the same if you don't have any affinity for Electrical or any phobia of CSE. It is because SVNIT is a fairly decent NIT and possess decent enough reputation, so you aren't going to feel disappointed by it at any point.

Now the thing you need to note here is, that it just my recommendation, and is subjected to the assumption that you have no particular affinity to any subject, if you have then I would highly recommend you to go with that subject...

As far as your obc rank is concerned you would easily get chemical engineering at SVNIT Surat as the cut off for obc is around 26k.

However there are certain factors that govern the cut offs like choices filled by the candidates, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

College Infrastructure

Any college is a Top Tier college for some who's willing to study. If you really want to study, and by studying I mean proper engineering studies, the one which requires an extraordinary amount of hard work, PSIT is as good as any NIT or CFTI/GFTI.

Academics

The faculty is excellent, and super helpful. They are always available to help you out with your doubts, no matter what is the time(seriously, I've got a teacher who replies to doubts WhatsApp instantly, even at 2 AM, when the whole country is almost sleeping!) The management is super accessible! You can easily meet the MD/Directors with any problem and they'll have a solution ready! If you are a top scorer of your class, the Director and MD will themselves call you to ask about the studies.

Placements

Infosys, capgemini, TCS, Tata Motors , Nestle, Amazon and many more recruit students every year. These companies offer average package of 4 to 5 Lacs. Sometimes they offer 7 to 8 Lacs package. Approximately 50 to 60% students placed every year in campus placement & rest in off campus drive.

Value-for-money

One of the best and it is good here . So many clubs are there to enroll in . It has canteen and other facilities like stationary shop . Yes it's safe here and it can handle all emergency situations.

Campus Life

College infrastructure is excellent, in fact it is over all other private institutions in Kanpur. Library, lecture halls, labs are well maintained. Mess food quality is good. I am satisfied with college canteen. Food quality is not as good as they charge for that.

Anything Else

I believe in a famous proverb "Teachers open the door, but you must enter by yourself ". And there is no doubt about the mentoring capability of our teachers. One of the best college with every facilities from education to extracurricular.

So I am in the second year of my B. Tech and this college are good in terms of studies as it is affiliated with ipu. But there is no sports encouragement, sports offices are there but no proper ground. living spaces are good and the food is average. this college provides all equipment, labs and infrastructure is good too

Academics

I am studying B.Tech in CSE here and it's really good. Teachers are cooperative and good. The curriculum of the whole ipu is still not as updated as other colleges but is good. Studies and curriculum make you job-ready as they have commotion skills for the interviews

Placements

I haven't been in placement but it's really good to see people get high CTC. The highest recorded is 15 lacs and estimation for future is above 1 cr because of newly added AIML branch. so it will be thrilling to see new companies here

Value-for-money

I'm paying 1.25 lac for one year approx but after scholarships its less

Campus Life

it's great to have friends here.All are really great , teacher and student bond is very good.

MNIT closing rank depends on many factors like number of seats, number of candidates applyed etc. When we come to previous year trends closing rank for eee for general category was around 12k. Coming to svnit closing rank for ece was around 15k.  For above percentile you will get a rank around 18k. Always remember this is based on previous year sources, variations may occur. The infrastructure is quite good. The department has three different buildings, and all the labs required for the course, such as fluid dynamic labs, hydraulic lab , som lab , structure lab, EM lab and transporation lab.

I would it's worth it taking admission as tag of nit matters

Our college is quite old but then also infrastructure is good even now some construction work is going on of CRC and few department, hostel are also average where u get various facilities, there is dispensary also
