I believe the rank you mentioned is TNEA 2019 rank. If yes, then you can get admission for agricultural engineering for this rank at many colleges. But the college you get depends on category you belong to. You haven't mentioned your category so I couldn't name colleges.

As your query is you have your AIR is near about 63000 you are willing to take admission in Anna University as it is a first choice, and you want to know about the counselling procedure to get a good college. By refering your tnea cutoff you it is not possible to get seat in CSE bannari amman college because last year closing cutoff is around for 179.5 for bc,mbc and oc but you will get seat if you belong to SC,ST and SCA.

As far as in TCE madurai it is not possible to get placed in IT.

According to your tnea and community rank you will get seat in rmk college for every course such as ECE,EEE.CSE etc., and you will get seat in panimalar college for courses like ECE,CSE,EEE,mechanical,Civil etc.,

According to your tnea cutoff it is not possible to get seat in government college of technology coimbatore for mechanical engineering because last year closing rank is 194.5 for MBC category.
