TNEA 2019 official notification has been released now. However, detailed notification has not been released yet. This notification has been published only for the students of Tamil Nadu state. TNEA application registration dates is released in the notification that is 02 May 2019 and last date to online filling of application form is 31 May 2019. Tamil Nadu Engineering Admission (TNEA) 2019 is a single window admission system through which candidates will be granted admission to B.Tech/B.E at various departments and constituent colleges of Anna University, Govt. & Govt. aided engineering colleges, and self-financing colleges at Tamil Nadu State.

For your cutoff, i think its pretty to get a top government engineering college via TNEA counselling in open category. However you can look for several other private colleges like Sairam College of technology, VelTech , Bannari Amman Institute of Technology etc. However certain government colleges like government college of engineering Tanjavur, Ariyalur etc which aren't much recognised universities. Better to take up renowned private universities rather than non familiar government colleges when it comes to TNEA. If you belong to other community, through community based rankings , you can even get some better colleges than I mentioned above.

Nativity Certificate is a government document that is issued by the state govenments to certify that the individual is residing in a particular location for five or more years. 

Looks like you are not eligible for the nativity certificate for Tamil Nadu as you are residing for 2 years but the minimum criteria is 5 years. So you can't submit the nativity certificate.

Both are different.

Also Both are excellent.

MIT Chennai has 100% placements with average package of 4.2lpa. Top companies like Amazon, Google, Microsoft, HP, Oracle, NTPC are recruiters.
CEG guindy has 95% and above placement, average package however is better at 4.5lpa.
Highest package upto 40lpa.
Top companies include Vedanta,JSW, Samsung, Intel.
Overall both have good ROI.
