With a cut off of 194,it becomes difficult to secure a free seat in Anna University, as it is one of the top universities and requires a cut off of 198 or above to secure a seat. With a percentile of 79.33, securing a seat in NIT depends on the category you belong to. A rank of 10,000 in the general category could be considered as a safe zone.

Based on your cutoffs, i think its very difficult for you to get into top colleges under TNEA. However, you can be called up during later stages of counselling and might have a chance to get some college , that too if you belong to SC/ST community. Other than that, there are very less chances. U have chances of getting Anna University with your gate score.Usually 85% seats are alloted for state quota and remaining 15% for All India quota.Having a score of 40-50 will help you to secure a seat in  Anna University if you belong to the state.For others according to the previous year cut off a score of 50 above will have a high chance.You can also write TANCET 2019 to increase your chances.The first preference will be given to GATE and then TANCET qualified students based on the order of your merit.

TNEA exam has total 32 centres for conducting online examination. All these centres are at different districts in Tamil Nadu. So, there is no centre in Bihar or in any other state other than Tamil Nadu. You must visit Tamil Nadu to appear for your exam.

Oh yes, you can apply for TNEA 2019 irrespective of the state you belong to. Just it will be that you won't get admission under state quota rather you will be considered with the All-over India quota seats. This makes the competition a bit difficult for admission. But you are eligible to apply for the same.

There are some Domicile criteria, if you are coming under these then you can give entrance exam otherwise you are not eligible.

(1) Candidates who belong to the state of Tamil Nadu and have completed their 10+2 from the state of Tamil Nadu are eligible to apply for TNEA 2019.

(2) Those who do not belong to the state of Tamil Nadu, but have completed their 10+2 education from the state of Tamil Nadu can also apply.

(3) Candidates who belong to the state of Tamil Nadu, but have completed their 10+2 education from another state are also eligible; they need to submit a nativity certificate to the conducting authority.

(4) Candidates who are the children of employees working for the central government can also apply for TNEA 2019. However, they need to show the nativity certificate of their parents or guardians who have been serving the state of Tamil Nadu continuously from the last five years.

(5) Son and daughter of All India Service Tamil Nadu Cadre officers are also eligible for TNEA 2019.
