• Hello Vasundhara.
• First, you fill preference for each branch 
• Now the choice is yours if you want to freeze it and just ensure your seat or further want to proceed with counselling where you may get a branch of higher preference that you have filled.
• This Procedure goes on till the fourth and final Cutoff is Released.
• Till the time when the fourth Cutoff is released, you cannot change the preference order of the Branches You have filled in your form. But that doesn’t mean you will not be able to get that branch what you want.
• Once the fourth cutoff is released,
• There is an In-person Counselling Round where you will be asked to Refill the Branch Preferences in the Fresh Order and at the time of allotment you will be given a choice to select Either the branch you have locked in those four rounds of Online counselling or the one you have filled as a New order (there itself).
• Don’t worry freezing the branch in online counselling Doesn’t mean you have been allotted that branch, it is just there to make sure that you have secured your seat with at least that branch.
• But your Preference order will only Change during the In-Person Counselling .
• There may be a chance that the branches that you have filled in Fresh Order may not be available at the time of your rank (but your freezed branch still remains withyou)

I think you're asking this doubt, because you have higher marks than cutoff, and still didn't get selected.

What I have to say is that, having a mark higher than cutoff doesn't say anything about getting a seat in a college. It just shows the usual trend. It only says, you have a chance. What happened in your case is that, lot of students with higher marks than yours chose Civil. As they have higher  marks, they get a higher prefernce. And, they got selected.

So, what I'm saying is that, cutoff is a data for getting an idea. Every year, it can change due to lots of reasons. For eg., CSE at IITB has the highest cutoff in JEE Adv. That is because, students in top 100 prefer that. If those top 100 students don't choose CSE at IITB, the cutoff will be lowered. I think you get the point.
