In my opinion, BITS GOA >BITS HYD....And...EEE and ECE are actually the same in the first and the second year. ... You can take the ECE electives as disciplinary electives. So basically you join as a EEE student but get to do ECE courses too.

Bits Pilani has a better crowd, and a way better social structure than BVRIT. Interaction among students( peers, juniors, as well as seniors) as well as between the faculty and the students is encouraged by the institute.

There is a plethora of co-cirricular activities.

If his JEE main marks is 143 he must got rank in between 11000-15000 but the rank you provided if it's true he can't get NIT and in BITSAT he scored 254 according to previous year statistics he only get Chemical engineering in Hyderabad/ Goa campus or Civil engineering in Hyderabad campus you can opt for autonomous engineering colleges

All these are really top ranked universities and hence the course to be taken matters. Out of all these, I would suggest that IIT Cse would be really on the top since IITs are the top most ranked universities of the country. The universities are good as well. But the IIIT Lucknow is also very good. Hence I would rate these universities as follows: IITs CSE, IIIT Lucknow, NIT Raipur and then BITS Dual Degree.

Infrastructure and college life:

IITs have a good infrastructure with well equipped labs and classrooms. Hostels are pretty decent and nice environment is always maintained. You can see that the campus life is going to be really well. College life is good with the right kind of atmosphere given to the students who come from different places.

Fa culty and quality of education:

All the faculties are qualified and experienced over here. And education, curriculum is made in such a way that students are made to acquire more hands on knowledge than just the theory. It is not just the books and classes. Focuses more on practical knowledge than the theoretical one. Education quality and the way guidance is given is really good.

Placements:

Placements are  good as good companies visit this college. students gets placed and opportunities of internship is provided to the students from companies.

To choose between IITs and BITS Pilani is a tough choice since both are among the finest colleges in our country which produces few of the most talented minds across the country.

Now as per your rank you'll be eligible for lower branches in newer IITs and for that reason I'll recommend you to choose BITS Pilani. IITs do have a really great market value but studying with lower branches will leave you with less job opportunities. The IIT tag won't be of much use if the course you studying isn't relevant for you. On the other hand you can pursue EEE in BITS Pilani which is also a really famous institute and you'll study something more relevant to you.

So I'll recommend you BITS Pilani instead of lower branches in new IITs.

Both the colleges are listed among the highly prestigious institutes of India. Both the colleges, entry is through BITSAT score.

Average Package

BITS Pilani Civil Engineering has higher average package than that of BITS Hyderabad.  The average package in Civil Engineering (Pilani) is about  INR12.50 lacs and that of mechanical engineering (Hyderabad) is about INR 8.5-8.8 lacs.

Fees

BE Civil Engineering: INR 14.66 lacs.

BE Mechanical Engineering: INR 16.70 lacs.

Also, the Campus infrastructure of BITS Pilani is better than that of BITS Hyderabad. The campus area of Pilani is about 100 acres more than that of Hyderabad campus.

If you feel like none of the current options are going to work out for me by all means, take a drop. Having said that, there's no surety that you'll get the rank you want next year. Your rank this year is great. You could easily get into an IIT with your ranking so the question is are you sure you want to give that up for what might or might not happen? I'd say take admission somewhere this year and appear for next year's jee as well it that's a suitable choice because it would be the best one.

For preparing for BITS, you won't be needing years for preparation you could easily prepare for it within a few months and the strategy to get top rank in BITS is simple as follows:

• First prepare well from NCERT and then practise every question paper set from ARIHANT few weeks before BITSAT
• Think as less as possible about the score before the exam
• Have faith in yourself
