No, you are not allowed to wear any thing that contains metal whether it be a slipper or a shirt with metal buttons. You can only wear simple slippers or sandel. Any kind of metal substance are strictly prohibited.

state government quota has reservation policy according to state governmemt.

while all india quota has reservation of

EWS 10% OBC 27% SC 15% ST 7.5%

It is difficult to say the cutoff of ews category as this is applying first time.but if your rank is less than 50k or 55k in general you have a chance to get a seat in NIT Jamshedpur or BIT Mesra.Y ou can check here cutoff of previous year
