I would suggest you to check for cut offs based on ranks and not marks or percentile. A peculiarity of exams that have a percentile system of generating results is that they largely depend upon your exam shift. One's percentile will be higher if there are more students in their shift with higher scores than there are with the same marks as another candidate in another shift. After preparation of the percentile list, a State Merit List (SML) is compiled from which your rank can be determined. All subsequent admission is also contingent on your ranking. This, like the percentile rank, changes with the number of test takers.

So, with regard of you're query. COEP(college of engineering Pune). Is providing you the fee structures in it's official website you can just look out into that. There will no fee concessions for this college and you pay the pay fee according the fee structure. If you're score is 190+ MHT CET then you'll be able get a seat in this college.

No, Aeronautical Engineering is not available in college of engineering , Pune. In addition to this there are only 2-3 colleges at a maximum which offers aeronautical engineering .
So, i would suggest you to kindly look for some other also which are outside Maharashtra. Many colleges outside Maharashtra like iiest shibpur, IITs like Madras, Bombay offer you the best placements.
You need to clear jee advanced to get into IITs and jee mains for shibpur.
