NO cs is difficult but you can get lower branches in spot round.
Yes, you are eligible for admission in DTU. The eligibility criteria is minimum 60% in aggregate in 12th Boards. You should pass in English too.

Based on previous year trends, your percentile wont get you in Delhi Technological University or Indraprastha Institute of Information Technology, Delhi, unless the cutoffs really show a decline. Some other colleges you can try are:

wwith 93.4166351 percentile in jee mans 2019 and 90.65 in cbse and with home state quota also it is difficult to get admission in DTU.
as you have got home state quota also,do not lose hope.these cutoffs are based on previous years analysis and trends.lets hope that something best happens to us.,
but you would be getting many other good colleges in INDIA...
