According to the category rank you have mentioned in the question you have higher chances of getting into both DTU as well as NSUT as per previous year's cut-offs released by JAC Delhi. As cut-offs for this year is not declared yet so we can guide you on the basis of previous year's cut-offs which are given below :-
NSUT : 25,880 (Closing rank for OBC candidate outside Delhi)
DTU : 26,724 (Closing rank for OBC candidate outside Delhi)

first of all mention which rank you talking because for iit there is jee advance exam and there is another jee mains paper for nit and other government college. i guess this is your jee mains rank then there are chances of getting dtu you can also check it by the link https://engineering.careers360.com/jee-main-college-predictor? icn=QnA&ici=qna_answer
and DTU cant take with jee advance rank it demands jee mains rank for counselling.

It's difficult to predict whether you will get a seat or not. But based on last year's MAX JEE Rank, in round 4, the closing rank for EWS was 2796 for Computer Engg & 3124 for IT for students outside Delhi region.
Similarly in the DTU college, in Round-4, closing rank was 4093 for CSE & 4145 for IT for outside Delhi Region students having EWS criteria.

Congratulations for your JEE Main's rank. Sorry to say but your rank is quite bad to get into any NIT IIIT LNMIT THAPAR NSIT DTU PEC BIT MESRA . As these all are top institutions the closing rank for OBC CATEGORY in these colleges is around 45000 to 55000 and this also be in a rare condition. And your rank is far from this range so it would be impossible for you to get in any of the college.
Still you can try in CSAB special counselling and try your luck.

Talking about the attendance criteria in any engineering college in India is almost same. The attendance should be more than 75%. With some medical leave you can maintain it till 60-65 percentage. As per the previous years cutoff, the cutoff for cs through jee mains exam in NSIT is 1121 and for DTU is 2866. But do keep in mind the cut off usually fluctuates for each year.
