Congratulations on getting such good college and branch options. I will give you a preference which will comprise of all these factors:

• Overall ranking
• Infrastructure
• Location/accessibility
• Branch that you are been offered(Core/interdisciplinary)
• Placement opportunities
• Industry Exposure

As far as the preference order is considered ECE and mechanical are two entirely different branches, if only institute is your preference then IIT Kharagpur over ISM.

I would also like to add here that an engineering course should be very much taken with an interest in the field so I would suggest you to consider that factor and if you are not aware of the branches mentioned look them up on the internet more reliable will be to go through the syllabus on the respective colleges' website. An interest in the field is the key factor in deciding how your 4 years of college will be and what opportunities you will land for yourself.

IIT Dhanbad formerly known as Indian School of Mines ISM dhanbad is famous for offering mining related courses. In environmental engineering, Almost all the students got placed in core companies with packages ranging from 12 Lacs to 6 Lacs and average package was around 7-8 Lacs . Companies like Tata Steel, JSW, vedanta, adani, prism and Johnson, aarti industries etc. were prominent Employers. While NIT-Warangal has also had good placements in Chemicals engineering. Around 70-80% students got placed in companies with average package of around 8 lakh. Placement wise both institute are similar but IIT Dhanwad has better Placement percentage. Also it has better reputation both in academics as well as in  Rankings. If you want to pursue Higher studies then IIT would be beneficial for you are the value of LOR from an IIT's professor is greater. Overall IIT Dhanbad seems to be better choice among these two

Considering the Placement Aspect, with a Rank of 11800, assuming youre from General Category, ypur best option would be BTech Metallurgical at IIT Bhubaneshwar or Dual Degree Metallugical/Material Science at IIT BHU if you get at your Rank. Youll probably have better oppotunities at IIT BHU or Bhubaneshwar or even if its Mining or Environmental at IIT ISM. You even have a strong chances of changing your Branch to a better stream post First Year. Incase youre targetting PSU Jobs or Government Engineering Jobs, only in that case IIT Jammu Mechanical might be a good Option, though youll loose out on Campus Opportunities as well as a strong and diverse experience.

Firstly for getty into Ism you need to  clear jee mains cut off for jee advance which is around 35-45 percentile. After this you can sit in the advance paper where your air should be under 30k to reserve a seat in the IIT ISM, for getting that rank you marks must be around 35-40 percent of total advance marks

Placement of iit ism Dhanbad are good. So you can get placement after btech in petroleum engineering from IIT ism Dhanbad college. The placement for petroleum engineering branch in this college are good . Most of the students from this branch can get placement with nice salary package. The highest salary package offered is 44 lakhs per annum and lowest salary package offered is 11 lakhs per annum. Companies like ONGC , reliance visit the college for placement. So you can get job after doing btech in petroleum engineering.
